Software and User Guides on NAEP Achievement Levels and Standard Setting Now Available

WASHINGTON – (June 30, 2014) — Two computer-based tools and accompanying documents developed under contract with the National Assessment Governing Board are now available on the Governing Board’s website, pursuant to the U.S. Government’s Open Data Policy.

The Body of Work Technical Integration and Enhancements (BoWTIE) software was developed under Contract #ED-NAG-10-C-0003, awarded to Measured Progress to establish achievement levels for the 2011 NAEP writing assessment in grades 8 and 12, the first wholly computer-administered National Assessment of Educational Progress (NAEP) assessment.

The Computer-Aided Bookmarking (CAB) software was developed under contract number ED-NAG-10- C-0004, awarded to WestEd to conduct judgmental standard setting studies to identify the NAEP reading and mathematics scores for grade 12 that represented the knowledge and skills needed for entry-level credit-bearing college courses and for job training programs in five selected occupations. This work was part of the Governing Board’s comprehensive research program exploring how NAEP could be used as an indicator of academic preparedness.

The software, user manuals, technical documentation, final reports on this work for each contract, and relevant resources can be accessed at the URL links below. Please note that technical assistance on using the software will not be provided.
